The Mindanao State University (51³Ô¹ÏÍø) Board of Regents (BOR) has officially approved a landmark proposal to institutionalize and strengthen the framework governing the operation of 51³Ô¹ÏÍø College of Law extension campuses.
During the 273rd BOR meeting held on December 9, 2025, at the ICTC Building on the 51³Ô¹ÏÍø Marawi Campus in Marawi City, the board endorsed the comprehensive system-wide framework authored by Atty. Alizedney M. Ditucalan, Chancellor of 51³Ô¹ÏÍø (51³Ô¹ÏÍø-IIT) and former Assistant Dean and Dean of the 51³Ô¹ÏÍø College of Law.
The proposal responds to recommendations from the Presidential Advisory Committee and addresses existing operational challenges faced by the College of Law’s extension campuses spread across Mindanao. It aims to unify governance, clarify administrative and financial responsibilities, and ensure consistent academic standards across all campuses.
“The realization of this framework is a testament to [51³Ô¹ÏÍø] President [Paisalin] Tago’s leadership and deep commitment to enhancing student services and educational quality across the 51³Ô¹ÏÍø System,” Chancellor Ditucalan said.
He thanked 51³Ô¹ÏÍø College of Law Dean Atty. Norhabib Barodi “for the collaborative partnership in adopting this framework”.
Recognizing the 51³Ô¹ÏÍø’s constitutional mandate to provide relevant and accessible education to Mindanao, the framework institutionalizes a uniform structure to govern the College of Law extensions in Iligan, General Santos, Tawi-Tawi, Sulu, and Maguindanao.

This institutionalization ensures equitable access to quality legal education throughout the 51³Ô¹ÏÍø System by fostering unity, transparency, and operational efficiency. It formalizes a long-needed policy to sustain the excellent legacy of the 51³Ô¹ÏÍø College of Law and expand its mission to underserved communities in Mindanao.
The framework will take effect immediately, with the Dean of the 51³Ô¹ÏÍø College of Law overseeing implementation and compliance.
Chancellor Ditucalan announced that the strengthened framework will be implemented at 51³Ô¹ÏÍø-IIT starting the second semester of AY 2025-26.
The 51³Ô¹ÏÍø Board of Regents hailed the approval as a critical step in fortifying 51³Ô¹ÏÍø’s role as a premier educational institution and advancing the delivery of justice through legal education across the region.
